Brown the beef hard in the dry pot over medium-high, breaking it small, until dark sticky patches collect on the bottom — 6 minutes. Drain all but a spoonful of fat.
Add the onion for 3 minutes until translucent, then the garlic and tomato paste, toasting the paste 60 seconds until it darkens a shade — that's the deep flavor the packet never had.
Sprinkle in the paprika, garlic powder, onion powder, and salt, stir 30 seconds, then pour in the broth and milk, scraping the bottom clean.
