Caramelizing tomato paste removes its raw metallic edge, while frequent bottom stirring prevents the starch-rich orzo from catching.
Everything runs in one pan, so the order is what protects each part. The beef browns and leaves, the paste darkens, the orzo toasts, and only then does warm broth arrive to finish the pasta.

“Brown and remove the beef” starts Beef Pepper Orzo Skillet in the 12-inch lidded skillet: heat 1 tablespoon oil in the skillet over medium-high; brown beef for 7 minutes until 160°F (71°C), then transfer to a clean bowl. During “Simmer while stirring the bottom,” add warm broth, water, remaining salt, and pepper; simmer uncovered 10–12 minutes, stirring along the bottom often, until orzo is just tender.

Heat 1 tbsp of the 2 tbsp (30 ml) olive oil in a 12-inch lidded skillet over medium-high and brown 1 lb (454 g) lean ground beef for 7 minutes, breaking it up, until no pink remains and it reads 160°F (71°C). Scrape it into a clean bowl.

Add the remaining oil with 1 diced red bell pepper (170 g), 1 diced yellow bell pepper (170 g), 1 diced yellow onion (180 g), and ¼ tsp of the salt. Cook over medium 7 minutes until soft with browned edges.

Stir in 3 minced garlic cloves (15 g), 2 tbsp (32 g) tomato paste, 1 tsp (1 g) dried oregano, and ½ tsp (1 g) smoked paprika for 90 seconds, until the paste turns from bright red to brick.

Add 12 oz (340 g) dry orzo and stir for 1 minute so every grain is slicked with the seasoned oil. The orzo will lose its chalky look and pick up a faint toasted smell.

Pour in 3 cups (720 ml) warmed low-sodium beef broth, ½ cup (120 ml) water, the rest of the 1¼ tsp (7.5 g) kosher salt, and ½ tsp (1 g) black pepper. Simmer uncovered 10 to 12 minutes, stirring along the bottom, until the orzo is just tender; add more water if it tightens.

Return the beef and heat through for 2 minutes. Off the heat, fold in ½ cup (50 g) grated Parmesan, rest 3 minutes so the sauce clings, and finish with ¼ cup (15 g) torn basil.

The beef held 160°F (71°C), the orzo has a slight bite, and the sauce coats rather than floods. After “Brown and remove the beef,” during “Simmer while stirring the bottom,” move the cooked beef to a clean plate if the sauce needs reducing; loosen an over-thick sauce one spoonful at a time.
